The words Act, Rule and regulation are almost interchangeably used in the subject of legal studies. They are three of the most common words used when we read any content of legal study. Though they seem similar, but are differences between them.

Differences Between Act, Rules and Regulations

An Act is legislation passed by the Parliament and a State Legislature.

The rule and regulations framed should always be consistent with the an Act. An Acts provide for mostly substantive laws.
Some Acts which in themselves have no particular Rules for their procedure but are governed by The Code of Civil Procedure, 1908 (CPC)  
Rule is legislation passed by the Parliament and a State Legislature and Rule also made by High Court and Supreme Court .

The rules provide for the details that have not been provided for in the an Act. Rules can be generly help to govern the law Rules provide for mostly the procedural laws.

Regulations are generally passed by an executive authority in exercise of a power conferred by an Act.

Regulations refer to generly the directives or statute enforced by law, in a particular country

Example- The Indian Contract Act, 1872, The Companies Act, 2013, Central goods and services tax act 2017, The Right to Information Act-2005 Example- Central goods and services tax rules 2017, The Companies Rules, 2014, The Right to Information Rules, 2006

Example- The Competition Commission of India Regulations, 2011

The Competition Act, 2002 The Competition Act, 2002 confers powers on the Central Government to make rules to carry out the provisions of the Act. In exercise of these powers, the Central Government made The Competition Commission of India  Rules, 2008 Competition Act, 2002 confers powers on the Commission to make regulations to carry out the purposes of the Act. In exercise of these powers,the Competition Commission of India made The Competition Commission of India Regulations, 2011

The term Rule is also defined in clause 3, subclause (51) of The General Clauses Act 1897 which tells “Rule” shall mean a rule made in exercise of a power conferred by any enactment, and shall include a Regulation made as a rule under any enactment; and is also defined by the Hon’ble Supreme Court of Indian case titled Sukdev Singh vs. Bhagatram Sardar Singh – AIR 1975 SC1331
